What is the ELENA programme

With the ELENA programme (European Local ENergy Assistance), clients can benefit from comprehensive assistance and advisory services as well as financing of projects aimed at energy savings in non-residential buildings or technological equipment. The programme is co-financed by the European Investment Bank / InvestEU Advisory Hub.

Clients benefit from the following comprehensive technical assistance at a 90% discount:

  • Advisory services in the area of energy savings and proposal of financing of energy-saving measures, submission and administration of applications for grants under available headings aimed at improving energy performance of building or production technology, including the preparation of technical and administrative annexes in connection with individual grants (e.g. energy assessments, tenders for investment contractors); 
  • Assistance in the preparation of EPC projects (“pure” EPC projects or EPC projects in combination with grants), including the preparation of an initial analysis of suitability of a building/group of buildings for an EPC project, preparation of tender documentation and facilitation of the selection procedure for a contractor – i.e. an energy service company (ESCO).

The services also include an offer of suitable financing (loan, green loan, investment loan for sustainable projects).

  • Medium and large enterprises with up to 3,000 employees 
  • Public sector

Programme benefits and conditions

  • KB services are provided at a significant discount – you only pay 10% of our advisory fees
  • Minimum energy savings of 30% for each project 
  • Grants of 30 to 65% depending on the grant scheme, project type, and applicant (private/public sector entity)
  • Basic requirements to qualify for the discount:
          • Investment to be completed by March 2027
          • Investment costs of the project to exceed CZK 10 million

Supported types of projects

Investments resulting in reduced energy consumption, improved energy performance of buildings (building insulation, ventilation and heat recovery, MaR), use of renewable energy sources (heat pumps and photovoltaic systems), use of waste energy, more efficient lighting, modernisation of electricity, gas, heat, cold and compressed air distribution systems, investment in more efficient production technologies, etc.
